The 6 screws are only for tightening. When the casters are walking, the casters bear the load, and when the casters are stationary, the base bears the load.

Yes, you can weld it.

Think of it this as the entire weight sits on the metal platform and the screws stop the wheel from slipping out of position. The screws are not load bearing. In fact, the steel platform is very sturdy and if you want to you can grind and then weld it to a frame.
