Is this ada compliant?

To the best of my knowledge it is not ADA. ADA requires a 12 inch closed loop on both ends of the upper bar. This could be setup to allow access at 12 inches in front of the first step but it does not have the closed loop of pipe to use as a handle while getting out of a wheel chair.
