Hello, What size should I cut my circle of paper at if we don't have the rotary cutting tool? Is it 32mm diameter or should I oversize it? Thanks!

Can I get help with what paper to use? The manual says "double sided coated with oily light film". What does that mean? I will be getting my design printed at a store. Is there one paper that works the best?
