Can you confirm the output phase to phase voltage
The voltage between any two lines of the UVW output is 220 volts and cannot be used with the center line. Because the inverter output can only be used for three-phase AC asynchronous motors. The input voltage is also the same, and the voltage between any two lines of the input is also 220 volts. The output voltage will change as the frequency changes.

No, it isn't possible to connect a hall sensor from a motor to this VFD.

What would be the rating of this vfd on a 15 amp circuit? In title its a 13 amp but specks say 20 amp for 3kw output.
That 20A is the limit current of the frequency converter, which is the maximum protection current. The actual operating current changes due to changes in the load of the motor, and it does not always output such a large current.
